Policy frameworks in the arts and cultural industries have traditionally been based on welfare theory and industry policy. The arrival of the 'creative industries' framework has begun to shift analytic foundations toward innovation systems, innovation theory and innovation policy. However, significant challenges remain in both the theory and practice of applying innovation policy to the creative sector.

This collection identifies and examines the main analytic issues between the innovation system and the creative industries. It then seeks to formulate and review innovation policy mechanisms in this domain. Papers cover topics such as:

  • Lessons from innovation surveys in cultural and creative industries businesses
  • Elements of innovation systems in services sectors (do they innovate differently? - what does this mean for innovation policy?)
  • Think, play, do model in the arts (ie fifth generation innovation systems theory
  • Special features of innovation systems in creative economy
  • Entrepreneurship and finance in creative industries
  • Transition from industry policy to innovation policy
  • Policy models (case studies and economic analysis)Creative industries and technology transfer
  • Creative industries and human capital, including education policy
  • Competition policy and innovation policy (market dynamics); also connection to growth and development policy (investment
  • Analysis of intervention strategies
  • Role of public sector research and infrastructure
  • R&D policy, tax policy
  • Policy experiments (evidence based policy)
  • Connections between innovation policy and other policy objectives (eg cultural and social policy)
  • Applications to particular segments (eg design, digital content, etc)
  • Political economy considerations

Stimulating reading for those involved in innovation research within the context of creative industries, including policy analysis, best practice in large and small enterprises, public and private sector service organizations, state and national government, and local and regional societies and economies.
