The second volume year of R&D Enterprise- Asia Pacific commences with a number of satisfy developments. The first is our expanded editorial board. Our new members will help us bring to you the latest information on best practice and innovative methods and strategies for research commercialisation. On behalf of the Publishers and the existing international Advisory and Editorial Boards, we welcome several new members to our expanded editiorial board: Professor Fumio Kodama of the Research Centre for Advanced Science and Technology of Tokyo University, Dr Cosette Serabijr-Singh from Glaxo Wellcome, Dr Louis Tornatzky from Battelle Memorial Institute Technology Partnership, Dr Pepi Ross of Coudert Brothers (patent attorneys), Dr Timothy Janis of ARAC Inc., and Dr Peter Holden of Competitive Technologies.

R&D Enterprise- Asia Pacific has been accepted as the official R&D journal of APEC Technomart III. This year, the event is being hosted by the Queensland Government on Australia's northeastern Gold Coast from 1-6 November 1999. It is expected to draw a substantial number of technology exhibitors and brokers, as well as scientists, business development managers, entrepreneurs and policy makers to broad-ranging conference sessions.

To provide an overview of all papers published in the journal, Calibre Communications has constructed a website devoted to R&D Enterprise- Asia Pacific. It is at http;//www.calibrecomm.com. It includes abstracts of all articles published to date, as well as information on how to contribute to the journal. It also includes a reader preference form which may be used to send recommendations to our editorial team for topics and articles you would like to see treated in the journal.

The first issue of our second volume year has been slightly delayed by some of these welcome developments, but it contains the usual suite of useful and timely articles. (And, we hasten to add, the next issue is already in production). Debates regarding the continued relevance of antitrust legislation are heating up in many countries. David Teece points to some characteristics of high technology industries which may make obsolete legislation which was intended to prevent monopolies and protect competition. Amid the gloom surrounding market corrections in several Asian countries, Taiwan's information technology industry continues to shine. Teresa Poon describes the logistics networks applied by leading manufacturers Acer and Mitac that help keep it bright. The final article in the formal contributions section, from Mark Matthews and Ron Johnston, focus on obstacles to research commercialisation in Australia: many of the obstacles they have distinguished apply with varying degrees of relevance to every country seeking to capitalise on its investment in scientific research.

Our Technology Transfer Tactics section raises issues in a less formal, but not less relevant, fashion. The new US-based joint venture between Arthur D Little and TNO of the Netherlands provides an interesting model for business development and 'instant' globalisation in one of the most promising consumer markets today: nutraceuticals, foods with special properties to promote health and vitality. An 'opinion' feature gives Ashley O'Sullivan's sensible advice on how biotechnology researchers may be able to manage a way around the obstacles of pre-existing patents when pursuing a research project. Our usual review features review publication on globalisation of R&D and a conference which has extended the meaning of portfolio management to application at every stage of the business value chain. We welcome you to the second volume of the journal and look forward to a year of providing information that is topical and clear, as well as intellectually challenging and professionally useful.
